Proposed Framework to Govern Coaching Centers in India

New Guidelines issued by the Government of India

In a bid to curb the rampant commercialization and potential exploitation within the coaching center industry in the context of rising student suicides cases, fire incidents, lack of facilities as well as methodologies of teaching, on January 14, 2024 the Ministry of Education, Government of India  has released a set of comprehensive guidelines by way of 'Guidelines for Regulation of Coaching Center' (“Guidelines”) in India which has been forwarded for consideration by States/UTs and introduction by way of appropriate legal framework. The same is necessary as Education is in the concurrent list under the Constitution of India and regulation of +2 level education is the responsibility of State / UT Governments.


Key highlights of the Guidelines are as follows:

•                Student well-being: Enrolment of students below 16 years in Coaching centers is prohibited, recognizing the need for a holistic development outside of excessive academic pressure.

•                Fair marketing practices: Misleading promises and guarantees of rank or success are strictly forbidden. Coaching centers must provide accurate information about curriculum, faculty, and fees.       

•                Transparent fee structure: Fees must be fair and reasonable, with a clear breakdown and receipts provided. Easy exit policies and pro-rata refunds for mid-course withdrawals are mandated.

•                Improved infrastructure: Minimum space per student, proper fire safety measures, and access to basic amenities like first-aid kits are mandatory.

•                Qualified faculty: Hiring individuals with criminal records or lacking relevant qualifications is prohibited.

•                Counselling and support: Dedicated counselling services must be available to address student stress and mental well-being.

Potential Challenges of Guidelines

•                Implementation and Enforcement: The effectiveness of the Guidelines hinges on proper implementation and strict enforcement by state governments and regulatory bodies.

•                Financial Burden on Coaching Centers: Meeting infrastructure and compliance requirements may increase operating costs and impact smaller establishments.

•                Standardization of Teaching: Prescribed teaching methods might hinder innovation and cater to diverse learning styles effectively.

•                Impact on Existing Centers: Adapting to Guidelines/ new regulations might be challenging for established centers, potentially disrupting ongoing operations.

•                Coordination: Coordination with existing laws and regulations is crucial to avoid bureaucratic burden and confusion.


These Guidelines, once enacted as legislation by State /UT Governments and if implemented effectively, can bring about significant improvements in the coaching center ecosystem as the Guidelines represent a significant step towards regulating the coaching center industry by creating a more transparent and student-friendly environment, addressing concerns surrounding age restrictions, ethical marketing, and infrastructure standards, protecting students from undue pressure and unethical practices. They hold the potential to create a more balanced and supportive environment for aspiring students seeking additional academic support.


The Ministry of Education's initiative sends a clear message about its commitment to improving the quality and regulation of coaching centers in India. This can pave the way for a more balanced and supportive learning environment for students pursuing competitive examinations.


While the Guidelines are laudable, effective implementation and monitoring are crucial. Robust grievance redressal mechanisms and regular inspections will be key to ensuring compliance and protecting student interests. It remains to be seen if these Guidelines will usher in a new era of quality and ethics in the Indian education especially the coaching center landscape.
